Reina Y. Batrony Cine is an experienced Vice President of Services for Community and School based programs at The New York Foundling. Reina graduated with a Master’s Degree in Forensic Psychology from John Jay College of Criminal Justice and has an Advanced Degree in Mental Health Counseling from Long Island University-POST. With a demonstrated history of working in nonprofit organization management and leadership, Reina has worked as a therapist, lead therapist, and supervisor in the KEYS PINS diversion program. Reina has also continued to grow at The Foundling and has held the positions of Program Director, Assistant Vice President, and in her current position, within the Evidence-based Community of Programs and Implementation Support Center.

Reina has 8 years of experiences in implementation, leading and managing Evidence Based and Community Based Programs in the NYC Child Welfare system, OCFS, DOE, DOHMH, OSH, and OMH, serving children and families in all five boroughs. Reina has had experiences with managing program implementing FFT-CW model and, currently, oversees nine (9) programs which include community (OCFS), preventive, specialized teen preventive, and intensive preventive (ACS and DYCJ), and school mental health (OMH, DOHMH and Office of School Health) programs at The Foundling. The programs use different Evidence Based and Evidence Informed programs as follows: Healthy Families, Eisenhower Quantum, BSFT, MST-CAN, SafeCare, Blues Program, and Incredible Years. Prior to her work with the Foundling, Reina has had over 2 years of experiences in the adult and juvenile justice probation system, family services, and intensive supportive care in hospital.

Reina officially joined the ISC team in early 2018 and provides support at the capacity of Senior Associate. Prior to 2018, Reina has supported the ISC department at different capacity. Reina is also part of the EBM grant writing team and has written about the implementation of social programs across federal, state, and local governments. Presently, Reina is working with developers of additional Blueprint models for upcoming programs (i.e. Eisenhower Quantum program, Promoting First Relationship, and Communities that Cares) and supporting national and international adoption and implementation of EBMs with fidelity and sustainability. Reina is trained in Agile Scrum and Lean Six Sigma Green Belt.

Steven J. Musumeci is a co-founder and Chief Operating Officer of Center Pond Management, L.P., an investment advisory firm investing in equity securities of publicly-traded healthcare companies.   Prior to forming Center Pond, Mr. Musumeci was the Chief Operating Officer of HealthCor Management, L.P., an investment advisory firm focused principally on the global healthcare and life sciences sectors, from May 2005 until the end of 2013. Prior to helping establish HealthCor in 2005, Mr. Musumeci was a Senior Counsel at Meister Seelig & Fein, LLP for several years where he focused his practice on hedge funds and corporate transactions. From 2000 until 2001, Mr. Musumeci was an investment banker at Robertson Stephens International in London where he helped establish an investment banking group focused on the communications industry.   Prior to joining Robertson Stephens, he worked at BNP Paribas in the International Finance and Legal Group from 1997 until 2000. From 1991 until 1997, Mr. Musumeci was an associate in the corporate department of Rogers & Wells. Mr. Musumeci received a B.A. in Economics from Boston College in 1988 and a J.D. from Georgetown University in 1991.

As Chief Financial Officer, Ellen Levine directs the financial, accounting, and strategic operations of The Foundling and is responsible for the overall fiscal function and performance of the organization.

 

Ellen comes to The Foundling with over 25 years of experience in fiscal management and leadership at the City of New York. She most recently served as the Chief Program Performance and Financial Management Officer at the New York City Department of Social Services where she was a member of the Executive Team in NYC’s largest social services agency. She managed over $15 billion in annual expense and capital funding, was responsible for data analytics, performance management, and research and evaluation. Prior to that role, Ellen served as the Assistant Director of the Social Services Task Force at the New York City Office of Management and Budget where she oversaw the budgets of five NYC social service agencies and supported the development of new policy initiatives in areas including child welfare, early childhood education, juvenile justice, aging, and homelessness.

Liyan Bao, The Foundling’s Senior Vice President, Child Welfare, leads our Foster Care, Prevention, Family Justice, and Camp Felix programs.

Liyan began her tenure at The Foundling in 2008 as an Administrative Supervisor in the foster care program. In 2010, Liyan assumed the role of Regional Director where she continued her work providing oversight to families and children in foster care, prevention, and day care center programs. She moved to the role of Vice President of Placement Permanency Support in 2015 where she oversaw support programs in foster care, specialized preventive programs, and early childcare programs. Most recently, Liyan held the role of Vice President, Foster Care Services responsible for the oversight of the foster care division, including Homefinding, Intake, Family Team Conference, Adoption & Legal Services, and Records Retention.

Liyan’s passion has always been in the field of Social Work, particularly working with children and families. Liyan is a licensed social worker—she graduated in 2005 with a Master of Social Work from the Silberman School of Social Worker from Hunter College with a concentration in casework and group work.
