As Senior Vice President for Compliance at The Foundling, Philip leads our compliance, ethics, and regulatory efforts, ensuring adherence to all federal, state, and local requirements. Additionally, he oversees our Compliance unit’s investigation, audit, and quality teams.
Philip is an experienced attorney who brings extensive public-sector leadership experience related to legal and investigative operations, internal investigations and audits, and health care compliance, privacy, and EEO programs. Prior to his role at The Foundling, he most recently served as the Deputy Commissioner and Chief Compliance & Privacy Officer/Equal Employment Opportunity Officer, at New York City’s Department of Investigation (DOI) where he oversaw an agency-wide compliance program, advised on privacy obligations and information security protocols, and managed responses to external audits and oversight reviews. Prior to DOI, Philip held senior roles at the Office of the Inspector General for NYC Health + Hospitals, including First Deputy Inspector General, overseeing the investigative, administrative, and legal functions of the office providing independent oversight for the largest municipal healthcare system in the United States. Earlier in his career, Philip served as an Assistant District Attorney at the Kings County District Attorney’s Office, prosecuting sex crimes, crimes against children, and other special victims cases. He also worked as an Associate Attorney at Stein, Wiener & Roth, LLP, focusing on civil litigation.
Philip received his Bachelor of Arts degree in History from Brooklyn College and his Juris Doctor from Brooklyn Law School.
